One of the nationwide programs led by Dr. Mann was the Expanded Food and Nutrition Education Program, designed to teach nutrition to food stamp eligible families and children in their homes and communities.  This program alone employed 4,877 Extension staff located in county offices, and they reached 270,000 limited resource families each year.  This program continues today across the United States, and is heralded as one of the most effective teaching models for changing behaviors.

In all of her teaching, coaching, and through her leadership, Dr. Mann has followed the mandate of the Smith-Lever Act, “to aid in diffusing among the people of the United States useful and practical information on subjects relating to …home economics, and to encourage the application of the same.
